目的 Purposes
R2P関連の研究(人道的介入、PKO、平和構築など含む)を専門とする研究者・実務家が意見・情報を交換するためのプラットフォーム。建設的な競争と協力を推進することで、個々人の研究内容および能力の向上を図り、本ネットワーク全体として学術的および社会的に価値ある貢献をすることを目的とする。
①R2P関連分野の研究者・実務家の人的ネットワークを構築する
②メンバーである研究者・実務家の研究内容および能力を向上させる
③R2P関連分野の研究の進歩に貢献する
Conceived as a network/forum for scholars and practitioners who specialize in the concept of the “Responsibility to Protect (R2P)” and/or related issues (e.g. Humanitarian intervention, PKO, Peacebuilding) to exchange their views and relevant information, the R2P Network was launched to pursue the following goals, through promotion of constructive competition and cooperation among its members.
① To build a network of scholars/practitioners in the R2P-related areas;
② To enhance competency of the member scholars / practitioners and the quality of their research;
③ To contribute to advancing of R2P-related research.

R2Pまたは関連分野を主な研究テーマ、専門領域としている研究者・実務家。方法論やアプローチは問わない。ネットワークの運営は若手が中心に行う。(参加方法などについては、以下のお問い合わせ先にご連絡ください。)
The Network is primarily comprised of scholars/practitioners who focus mainly on R2P and/or related issues, regardless of their approaches and methodologies. R2Pとは R2P in brief
Responsibility to Protect(保護する責任)の略称。各国の政府は自国内の人々をジェノサイドや民族浄化などの重大な人道危機から保護する主要な責任を有しているが、政府が市民を保護しない/できないとき、国際社会は予防・対応・再建を通じて市民を保護する責任を有するという考え方。2001年に国際委員会によって提唱されて以降、国連を中心に決議の採択や加盟国間の議論などを通して普及してきた。他方、軍事介入を容認する根拠となり得るため、国際的に大きな論争になっている。
R2P (abbriviation of “Responsibility to Protect”) is the concept that each government has a primary responsibility to protect its populations from serious humanitarian crises such as genocide and ethnic cleansing. In a case where a government is unable and/or unwilling to protect its populations, the international community has a residual responsibility to protect them by preventing and responding to the crises and helping to rebuild the damaged society. Since proposed by the international commission in 2001, R2P has spread mainly in the UN through the adoption of resolutions and discussions among member states. Meanwhile, it can be used as a rationale to invoke military intervention by external actors, and thus has been one of the most controversial issues in international politics.
